This Scholarship is an Aid Scholarship that is designed for people from developing countries .
The students come for various courses. The idea is they return to their home countries to implement what the have learnt. This is not a way to graduate and stay in New Zealand.
Some courses are short term and there are some that are not available for certain nationalities.

This depends on the country you come from, then there is NO IELTS . It is still there on their website. I hope this helps.
