Hi Neha! If you're referring to Victoria only, I got around Downtown Victoria only on foot. The only time I took a bus (where I had to purchase a $5 day pass) was to get to Downtown from Swartz Bay Terminal and vice versa, the distance between them is more than 30km. Downtown on its own is very walkable. Hope that helps, enjoy your trip!
