This building has a special status as it has not been initially intended for it to be for people to live in. It's basically difficult to renovate it, homeless people and drug users often come in, people use the space for their own utilities which is a danger (7:05) The building has multiple fire hazards and it was supposed to be closed down 8 years before due to that, but it was modernised apparently, yet people just do not respect rules and still use methane in barrels. People also modified the structure of the building, by enlarging balconies, the fault in the pipes and water system caused the underground to reek of waste. At 10:10 it is said that the building is considered to have istorical and cultural value because it is specific to the soviet realism period and it should be proposed for restauration and preservation. But this society is a capitalistic society, where institutions do not communicate between themselves and basically Moldova is very corrupted, people themselves are pigs (I still cannot explain to myself how all these old people who preach living in the soviet union as saints, turn out now to be complete morons and blame everything besides themselves) and that's basically how we are cursed till this day with irresponsible and selfish people, corrupted politicians and a still so present soviet mentality.
