"if a direct ability of a card deals arcane damage, it's considered to have an effect that deals arcane damage. If the amount of damage that a card would do is undefined, it's treated as an effect that deals 0 arcane damage, so Scour would require 0 counters. Replacement effects aren't considered when evaluating how much an effect does so Emeritus Scolding (blu) would require 2 counters"
"you don't consider if-conditionals for the effect [for chain lightning], just the effect it will generate itself. The effect deals 3 (conditionally) so you must pay 3. You can't pay 0. Forked lightning is 2."

I know you're working off of quotes, which I appreciate the source material. Can you help me, though, understand the difference between the first quote and the second?
Second quote says "you can't pay zero" in reference to Chain Lightning- but then the first quote says that Scour requires zero counters. So I'm trying to de-convolute that in my head.
Anything with an X in it is considered to be 0 for card effects. So, scour, as far as every other card in the game is concerned, is a card that deals 0 arcane damage, and thus it takes 0 counters.
Chain lightning is a card that sometimes deals 3, and sometimes deals no arcane damage. As far as card effects go though, no damage is different to 0 damage: Chain Lightning is a card that has an effect that deals 3 damage, sometimes, and the rest of the time doesn't matter because it isn't printed on the card. Contrast the wording "If you have played another wizard non-attack action this turn, chain lightning deals 3 arcane damage to target hero, otherwise it deals 0".

Thinking through the comments on how Blaze's ability works, it says the "card from hand" text on it, which means the card in hand must have an arcane damage source for it to be a valid target. This would mean that scour is not a legal target, and Blaze's ability can only target cards in hand that have an arcane damage property.
Chain lightning is actually cracked because even if you didn't play another wizard non-attack action card this turn, it still has a damage property and thus could be a target, even if only to trigger the first clause of the card.
How does chain lightning work then? You have played nothing but use 3 tokens to play on opponents turn as an instant which lets you play something else as an instant and it sees that card cast fulfilling the requirement to get the 3 damage with two cards instead of three?
Interesting. Let's hope for some release notes.

@@DiceCommando I’ve seen a few offer far more than enigma new moon fall on deaf ears, none on eBay, tcgplayer didn’t even bother making an entry. I’m not shocked people buy them if available.
