The man did not read Macaulay, as he was against use of religion in education and someone want to trace his opponents, missionaries were the first that opposed him. The quotation was amended by the Macaulay in 1850s ..i am not fan yet critic of British colonial system and one can see my things at punjabpunch.blogspot.com/ but we should not distort facts just to promote nationalism
