FOR ANYONE WHO CANNOT GET THE FOOD TO SHOW UP, you need to have talked to the Ninja time patroller for that rift, AND have had at least 1 dragon ball in your inventory. With that the Food tab will show up, and the food will also be on the main list above the Super Souls...

just figured out that your game has to be fully updated and you have to be over lvl 80

I'm not level 80 nor have I updated the game in awhile but I can still
buy food. Maybe you need to do something else I personally have
completed every mission you can get from the various teachers available
up to the point I've reached. So try that it might work.

5-9 majin kids need to be spawned depending on the character level. at max level if you initiate this fight, then it WILL (should/did) need you to make NINE new majin.
