This looks a lot like Bogotá, Colombia, except there is way less traffic, it is cleaner and people drive a little better. But the road layout, the hazardous traffic light placement and the absence of intersection labels is identical.
Bogota is one of the most congested cities in the world as well. Russia has like 3 cities in the top10 because much of the road systems in cities were built during soviet times when car ownership was very low and then there was a massive boom in car ownership between the early 2000s- today as a middle class emerged. Of course there were things done to accommodate that but not quickly enough, as a result the current road systems can barely handle current traffic loads and weren't design for it. Moscow not only has a traffic problem but also a lack of parking spaces. Sounds like a nightmare driving there. In South America, Bogota and Sao Paulo are notoriously bad, but Mexico City is even worse. Here are last year's rankings Moscow is 2nd worse in the world, Bogota is 4rd

I think the most congested Cities on earth is in Asia especially in Megacity like Jakarta, Mumbai, Beijing, and Bangkok.
