there was never a moment i thought it made any sense that sanji would get conquerers haki. and people misunderstand the kuma sacrifice moment. sanji wasn't being selfless when he offered his life to kuma instead of zoro. he was putting zoro and his dream above his own because as we learned in his story on whole cake island and back story with zeff. sanji despite outward appearances, doesn't value himself. it isn't until that moment on whole cake island after luffy punches him and luffy says to sanji. "that's just who you are" fully accepting everything about sanji who just vented his deepest desires. for the first time. finally overcoming the trauma for events as a child. allowing him to say to queen during their battle. his mind games mentioning his family won't work. and this late in the story? no even ussop has a higher chance as a joke since he mentioned it at dressrosa.
sanji went through a pretty big character arc the last couple arcs...if anything its hinting more and more towards him awakening Conquerers haki...also let´s not forget that Zoro himself just recently awakened Conquerers haki
As much as I like the idea of Sanji getting Conqueror's Haki, it just doesn't suit his character. A trait all Conquerors have is the desire to stand above others, be it something as grand as wanting to be Pirate King or something as simple as being the head of a family. While he has pretty much every other trait, Sanji lacks this one due to him always trying to put others before himself and not having much self-worth. These traits are integral to his characterization and I doubt they'll change anytime soon.
we´ve never seen rayleigh having the desire to stand above others tho...zoro was also willing to throw his life away for luffy (so he literally puts luffys life above his own)

Also Usopp is more charismatic than the fandom gives him credit for. He pulled many allies during the story and if he is going to lead an army of 8,000 men I think him having Cocq. haki makes sense.
