exactly, that is called a skills transfer. the two most important things for the population to receive from foreign investments in such sectors of the economy like agriculture, construction, and manufacturing are skills and technology transfers. if african people know how to operate the machinery, for example, they can teach the youth without foreign involvement. if the leadership is smart, they would prioritize their people in this regard.

@CMB Not to sound pedantic, but dictating the policy doesn't mean debt trap. Debt trap means loaning them money and trapping then with high interest rates. Please do not be confused.

At that time there were widespread famine in China, but the government offered to help in a showing of solidarity and friendship against imperialism. The project was funded by interest free loans.

I am intrigued by the speed and effectiveness of the Chinese. I am not taking sides but merely sharing my observation of what has been happening over the past decade. Communist, Socialist, Capitalist, it doesn't matter when I am looking purely at tangible outcomes. The outcomes in China have been remarkable. Lifting hundreds of millions of its citizens above extreme poverty. No they did not eradicate poverty however the fact that they lifted almost 300 million people out of extreme poverty in such a short amount of time is amazing. The Chinese are focused on getting initiatives completed and they are doing it very quickly. They know that a growing economy needs a healthy population of consumers. They know countries like US, UK, Australia, Japan, S. Korea, Germany, France will be threatened by a growing Chinese economy and so they cannot depend on those consumers to continuously buy products from Chinese companies. I am not sure if China is trying to create debt traps. I don't think so because I believe they are trying to cultivate new consumers to buy products from Chinese companies in the future. I believe they are projecting soft diplomacy with investments to create a positive mindset towards China and Chinese companies and products. Western pop culture used to be effective in projecting positive views on western culture however that is changing with democratization of content creation and access worldwide. Nothing is free however the idea of China taking ownership in return for their investments does not make sense. They want populations that are self sustaining and can grow on their own to buy more Chinese products and services in the future.
