This also happen when people tip the lawn mower on its side , the oil runs into the filter clogging it up so the engine gets no or little air . NEVER tip a lawn mower over on the carburetor side . ALWAYS muffler side down toward the ground .

Sucking oil through he crankcase vent cause it can't breed from the filter. Now rebuilt the carb to eliminate the engine surging,

Good job but change that oil at least once per year. It is very, very dirty.
