Larger cities in NE do this constantly, if a town / village doesn't have a population of 10k you can legally annex their citizens & land. You could actually make a Mogul Village south of Omaha, hit a 10k population, make it a "City", then not only swing votes but just yoink territory all around as long as you stay within county lines. My dad loves to make pizza and he makes handmade pizza dough and sauce and gets all these wonderful toppings and makes pizzas for our neighbourhood every Sunday.
