All of the Council in their lore are basically gods or at the very least demigods so it would make sense if in future installments, the rest of them are put in as boss or sub-boss characters.

you can not make any of the Council/promise members into normal characters, they are to powerful in lore to even be considered playable to be honest.. Kroni is fine as boss character and Fauna as an asist/collab.. the others should follow suit, Mumei as boss, Bae as asist and SANA as Background Stage byherself alone XD

I mean, Ina is there, and I'd say she far surpasses someone like Pekora or Ollie.
Also, Sora is part of the normal roster.
(And them being bosses mean they actually do lose to the normal characters)
