For me there was a summon sign in the same room as mini bosses near the giant statue and also before dragon rider boss room there was summon there i don't why its not showing for you
He might have missed something I guess cuz I've played the game multiple times sometimes when I rushed I wasn't and when I played patiently and do all npc quests there's the summon sign

Yeah, I might be missing one of the npcs then
