Bottom left, there's a button labeled "Snap", untoggle it, this should fix it. The "snap" button also has a dropbox, here is set to "seconds". So when you try to select stuff, the selection will "snap" to whole seconds. Search "Snapping Toolbar - Audacity Manual", this should explain better than me :))
