Can I change a 4-stroke outboard timing belt with homemade tools?

How ofter should you change the belt? Did the old belt show any signs of cracking or being worn?

Yamaha Recommends 7 years/300 hours. The belt was in good shape but the outboard was nearly 10 years old.
