the reason they break away is because the game thinks you never had a civil war, so it thinks they never broke of, when you invade and puppet them, game just makes them break away after a fixed time (i think) like they are supposed to after flipping ideology. To mitigate this, when you do the focus bring dominions back into the fold you will get decisions to cause civil wars in your puppets, then you press a decision to put them in your faction and puppet them and ONLY THEN finish their civil war with your troops, it basically breaks when you ignore those decisions, so dont invite them to your faction manually because that also breaks something, probably the federation focus, i think. TLDR see decisions after focus "bring dominions back into the fold"

If you manage to avoid the civil war, you can station troops in each dominion and do move to secure the dominions, which will give you decisions to make them fascist as well and prevent their independence.
Fun fact: If you declare war on all the minions while you are in a civil war then after you win you can annex them all in peace deal and basically skip through the one empire part of the focus tree and get cores on all of your minions except India in 1936
Back in the days, when you could get war goals through the naval treaties, I managed to unite the Imperial Fed. + USA, Ireland and EU cores in December 1937.
I just use them as port garrisons usually. But in a playthrough like this, when you have already seized most of the world's navies, there's not much point in garrisoning ports I guess

You can actually do the imperial federation while having Canada, Australia ect. annexed instead of having them as subjects... And for the achievement you only have to do the focus. So you could have gotten it as well in this game
forming the imperial federation is actually way easier when all the dominions are annexed all of the development focuses and the one for the imperial conference just get bypassed and you can just go straight for the imperial federation
For future Britain games if you do the civil war declare on the dominions while at war(the game gives you war goals because they are allies of your enemy) and then annex them right after. Doing this you can get imperial federation in early 1937 without requiring any pp Also this allows world tension to spike and makes war goals quicker
It is possible to avoid the civil war completely and still have you colonies and If you are careful about managing your dominions you can fairly easily core all the dominions and the day before that event fires give canada the US to core all of that too. Doing that cuts down the headaches and time of doing this by years, I think you still need to fuss about with reducing autonomy in Malaysia and I was never able to get India to join but that is also possible
I still remember doing this achievement with the old supply system. Having modern tank divisions with full supply in Amazon forest. Ah the good old times

I always find it amusing that no one actually bothers to read the requirements for the achievement properly because for one empire all you need is for every existing nation to be in your faction so they can be your puppets or even just a free ally, it saves so much time justifiing on random nations you can just ally like Venezuela, Peru, El Salvodore etc in this video.
You don’t need to own the entire world for one empire. The entire world just has to be owned by you, your subjects, or in your faction. You could do it as Global Defense Britain if you wanted

day 6 of asking ISP to play as austria because theres a new strat for austria since blood alone where you can survive the anschluss because of the unpassable alps, you also would have to do a agency and boost ideology in hungary for non aligned so they dont join the axis. i would really like to see you try that
You only had to go down the focus for the federation, while your subjects were bugged you would have gotten the "realize European ambitions" button to core Europe
7:35 did you absorb a country that possibly completed this acheivement on their own, which caused the game to briefly think YOU had successfully completed the achievement, thus triggering the award?
If you urge restraint, you can flip peacefully, if you do a very tedious set up and save 400 pp when you flip, you can give them the facist goverments and they dont beeak away. The reason for the four hundred pp is for declaring martial law and influencing the dominions.
ISP there is a way around the dominions declaring independence glitch if you manage to peacefully change ideology then put a certain amount of manpowers worth of troops into each state of each Dominion. It’s quite difficult but it allows you to form the North American Dominion and get it all as cores when you federate
That isn't a glitch tho. I would highly recomend the video that Bitt3rSteel did on facist UK because it also allows you yo get cores on vanada and USA.

Whenever I go fascist britain I never allow the dominions to break. I’m a bit of a perfectionist so if it happens i restart. The key to ensuring you have enough men is simple: request their forces. At game start you can literally take control of all of the dominions divisions, and they count as your manpower for the purposes of enacting martial law in each country. Now a but of pregaming is required, as the system they use for it makes it really hard to properly prepare for it w/o intimate knowledge of it. For simplicity’s sake, here’s what you do. On game start you want to convert your whole standing army to a template that maintains at least 10k manpower (technically it’s 9.6, but don’t beat yourself up trying to find that number, plus 10k gives you a bit of a net) equipment percentage doesn’t matter, just manpower. About a quarter of your starting army needs to go to eastern canada, and the Canadian regiments obviously stay in canada (spread them along the southern border on the west, that’s where they need to be.) then bring the whole rest of the army to south africa, along woth the saf regiments themselves. You definitely don’t need all of the divisions there, but it’s just to be safe so you don’t accidentally understaff saf. Meanwhile, take aus/nz/malayas forces to occupy burma, and east bengal, and spread out the rajs forces as well. Now, once you’ve actually flipped fascist and took the focus for securing the dominions, you wanna put canada and saf under martial law immediately. And for the reason we have all our forces massed in saf, because saf starts with a decent amount of fascist support due to ossbrandwagen, you can generally flip them almost immediately, freeing up all of your divisions there to go to india, which is now only a short boat trip away for the majority of your forces. Quickly fill in the gaps for indias garrison (it’s a real chore to set up and i wish it was easier to check state names while setting up orders, but what can you do?) and put them under marshal law. Then start moving any extra divisions (don’t worry, there will be some extra) over to australia. At this point, canada will usually be in a position to flip, and upon doing so, i like to bring the canadian forces to new zealand and australia. And just like that, you’re set! Now it’s just a matter of waiting for fascist support to tick up! And this is generally a faster and less chaotic way to achieve this over civil war and fighting the dominions. If you were proactive in setting up collabs, you could even treat yourself to like a 38 usa war.

All of the meddling by the AI nations in the peace conferences is why you always use the player-led peace conferences mod.
