Can we create a system that takes input from USA and outputs Islamic fatwas? Answer: Yes we can! Pakistan is a great example of such a system. USA wanted to hurt USSR in Afghanistan back in the 80s. They assigned Pakistan's ISI that has a mullah making factory called Haqqani madrassa. US dollars went to ISI and they produced cheap extremist mullahs that can kill anyone in the name of Islam. They have mullah officers that can do such things. Col. Imam was such a mullah who trained Taliban and former mujahedeen to fight against Afghan government. So if violence rises, they should get less money, and at a certain point not get any if it goes high enough. Conversely, they should be able to get more money, if they manage to get the level down. I would be in favor of Congress allocating billions of dollars a year for decades to Pakistan, provided that they have this requirement that they need to reduce the level of violence in order to get the full amount. I wouldn't even mind giving way more than we do now (maybe, say, $5 billion per year or so) for decades - if they were to manage to get the level of jihadist violence and terrorism down to zero. Of course, this system would only make sense if it is true that Pakistani government decisions can have a big effect on the magnitude of the jihadists' war effort.
