They are probably referring to the fact that over 55 pounds, you have to talk to the FAA. Not actually illegal, but requires an actual conversation about what you're flying and where you plan to fly it, to consider how to do so safely.
For 55 pounds or less, there are standard rules that most modelers know. Once you get to hundreds of pounds, there are other things to think about regarding safety.
For example, you don't want to fly one of these suckers directly over a crowd of people, because crashing into the crowd could very well kill someone. So you talk with the FAA rep about the crowd will be behind the tape line, the planes will stay in front of that line by at least 40 meters or whatever.
The plane I used to fly *in* is about the same weight as this one, at around 235 pounds. This one probably flies faster, meaning it has more energy (and could cause more damage) than my manned plane. Except there is no pilot on board to see and avoid other aircraft, if you're flying far from where the pilot is on the ground.
For these kinds of things, where you're talking to FAA field reps, they normally do a good job of working with pilots to keep everyone safe. And they know some things about what has caused accidents and injuries in the past, to help you avoid the same mistakes.
As an American I can confirm we make ALL the fun stuff illegal!
