that’s an explanation of how the glitch works but it says nothing about whether or not it is intentional. It could still be an accident and they forgot to check the lower levels.
The promblem here is that the Thrusters are buffing moonlander's Gas. Without using thrusters, the Gas only last up to 60 plus seconds but if you use thrusters then it becomes 92 seconds. Like bro what the heck is that.

They wont ban players who use it, as its a bug, not a glitch to be exploited. If you use the game in the intended way but just take advantage of something then its fine.

I just got 3950 meters on grand canyon map and did the glitch on moon it is such a fun mastery
so I guess those hackers that used to fly across the map with moon lander were on to something
It’s nice to see that tier 4 mastery isn’t the only one that matters on moonlander unlike sports car
i mean sports car’s acceleration buff is pretty useful, it’s a lot better at climbing now
