I realize that NHK already has a lot of satire, and good satire at that, but I think that if this was a real show, it would work as a good satire of the moe/magical-cat-girl genre if it was written to be satirical. Madoka has done that as well, but this could be more comedic. Like Puru herself could be like a manic depressive or someone with bi-polar disorder, trying to do good one minute and then being dark and hateful the next. Being harsh and abusive to her little magical, shape-shifting friends when in private, treating them like slaves to do her bidding... Maybe she'd be forced to go to high-school just to build up a sweet, 'marketable' image to sell to an anime/TV studio despite being much older in reality... Maybe do the ATHF thing where she's SUPPOSED to be a crime fighter, but sucks at it and ultimately just slacks off all the time. Have a few "honorable", reputable HS teachers that are closeted pedophiles lusting after her here and there... I don't know.
