The responsibility of communication lies in the communicator, not the listener, if the listener does not understand you when you communicate in a language you are both supposed to know, then it is the communicator's fault even if the listener's vocabulary is limited which can happen with native speakers based on education and experience. For instance, I was asked recently to help a spanish speaker translater her scientific document on genetic influences on rabies and as I am not versed in genetic science in any language my ability to help was seriously challenged. This is an extreme example but it happens. My grandfather called dinner, TEA and Lunch, Dinner. Intelligent but he lacked cultural experience and education. There was a class based translation barrier. Fluency : fluir : to flow, like in the spanish, but just because you think you flow does not mean you are fluent. I think the word is over used. This does not mean you have to be perfect in a second language as, as I have already pointed out, native speakers also have discrepancies in their abilities to communicate with agreed accuracy.
