Before triggers are used to update or validate record values before they're saved to the database.
After triggers:
After triggers are used to access field values that are set by the system and to effect changes in other records.

I think the the notes that you have mentioned are converse . BeforeTrigger would be used to check other tables referential integrity checks and After Trigger would be used to check its own constraints and referential checks
