@@Hierumo it turns out, you get the key by using the Runed Decoy bait, not sure if you get the key on the 1st try though

It will give u Goldfin silverback porgy. Then u click on the fish and it opens a quest then u talk to fishing assoc. president and u trade it in for a Goldfin silverback porgy key.

you doesnt have to pick it up - it gets is automatically in your bag - just check the tab "others" :)
