2. We can parameterize linked services to achieve dynamically passing resource names based on environments. Kindly check my videos on parameterizing linked services. Still try to plan a detailed video also.

if resource already linked to ADF then there is no need to create new linked service. It is just kind of attachment of other resource to ADF.

It's fairly straight forward you need to have one dataset for onpremises and another one for blob storage and use them in copy activity. Note for on primeses u need to have selfhosted intergration runtime. Pls check my video on selfhosted Integration runtime to understand how to setup
