My understanding was, they were implying that there is a phrase in their language that sounds like 'Chris Waddle', but means something else. Probably relating to war and death, since in a later 'episode' there's an entire song featuring nothing but 'Chris Waddle'.
They weren't making fun of him. (Paul Whitehouse is a big Spurs fan - and Waddle was once their star player). It's just an observation about when watching foreign TV news, they will blurt out English names and words when you least expect it (unless of course you're multilingual). And Waddle was one of the few English players at the top level of European football during the early 1990s (winning the Champions League at Marseille) - so he was relatively well known on the continent.

Ironically the story behind Channel 9’s creation for the sketch show, is that Paul Whitehouse was visiting Wales and he heard some Welsh language on the radio mixed in with English. He decided to set in some fictional Mediterranean country and the vintage orange tint suggests the country hasn’t got used to broadcasting in colour yet so it’s got a badly converted possibly SECAM to PAL look.
Love Harry Enfield but think fast show even better, the humour is drier than poula fischs weather forecasts, for me it's comedy genius, still watching today.
