I think it is a level 2 version of Joey "The Rat" Vigil, so that Lucius Galloway will be able to take it. Seeker plate mostly covered by a cup with a green logo (card meant for a seeker investigator, but is actually a rogue card). Joey was the name of a main character in that batman comic, and his level 3 version was released in the Dream Eater expansion. Every number in the text of joey's card is a part of the padovan sequence(1, 3, 2, including the level 3 version. His subtitle is even "Looking out for number 1", 1 being the only number prime numbers are divisible by.) Both of the card numbers for each current version of Joey include 6 as one of the three digits, which is the fake out for the sexy prime clue. It is gonna be a version that won't let you get resources from discarding cards, but instead will let you grab items from your discard, with some limitation (possibly needing to succeed at a test by a specific amount, which would fit with Lucius's ability, and explains the focus on prime numbers. This means you can SPAM certain seeker cards like Strange Solution, or maybe a card like one of the various rogue alcohols (moonshine theory misdirect).

Astounding Revelation! -It's a myriad (3), and numbered 23 (in tde) - which are both prime numbers -Minh is consulting a Rabbi about a problem she has and a choice to make (you have to choose in AR) -The stained glass windows mentioned on Notre Dame card are featured in the art of AR. -Looking at some cards from the core set mentioned/implied in the video, they all have something to do with searching your deck or gaining clues (deduction, prime numbers 31 - old book of lore, and 37 - working a hunch, and 32 clues on the study - research librarian) The effect, based on all the mantions of cluUUuues, could be an additional choice to discover a clue at your location, or something along those lines.
My guess for today is the card "Making Preparations". You mentioned Minh has a choice. No better card type captures that than the Dilemma! You also asked if it had to do with marital problems or love, making preparations could be interpreted wedding preparations or perhaps it is just a reference to the card Notre Dame (which is central to a certain love story). The card Notre Dame also has game text very similar to "Making Preparations" in regards to the choice players have to make (as well as the + and - to enemy stats). The art of the card depicts a wartime general making plans and what was a standard food of soldiers? Spam. It is card number 106, which of course is not a prime, but it's palindrome is, 601, which is also a sexy prime. Now all of this could be a red herring and just a reference to the flavor text of the card which references mathematics. Or perhaps the "Scarlet mackerel" was itself a clue in reference to the set the card was from; The Scarlet Keys! (notably absent from all the product that was displayed). I suspect it will be Making Preparations (2) as I suspect Minh will be able to play it. I am out of ideas so I'll make a simple guess that it gives +2 to two stats and -2 to the other two.
I've problem caught the ruby trout hook, line and sinker, but I think it's an upgrade to Extensive Research! It's from DSotM, features MTP talking to Mandy (the dialogue from the tweet). I think it gains Myriad, gets a little cheaper at the cost of an extra action (really relying on myriad play) and perhaps a wild icon. Myriad and an action penalty really emphasise the extensiveness of the research after all! Sadly I am not a maths brained person, so cannot relate the other clues to it 😭 but that's the hunch I've worked 🙏
Laboratory Assistant. The last name of the illustrator of the card is also the last name of the architect that added a golden rooster to Notre Dame. If you add all the numbers at the bottom of Minh's card you get 2033. If you add all the numbers at the bottom of Laboratory Assistant you get 2039. 2033 and 2039 are sexy primes. There is a Strange Solution in the background of Laboratory Assistant's art. 37 is the red herring.
I'm mostly echoing what others have said but here's my two cents; SPAM was introduced in 1937. 37 is listed throughout the prime number-wikipedia pages and the comic book is issue #37. Easiest answer would be that the "Dark side of the moon" mythos pack is the "scarlet mackerel" (or a "red herring" if you will) meant to throw us off (maybe specifically the weakness card "False awakening", #37 from that pack) It would be funny if it turns out the 37 is the red herring though. Not exhausting to draw the card would also be huge since it would allow you to use it every time you draw a second card. But I hope that’s not the latter since it would be an infinite engine. My more funky guess is that when you draw a copy of a card that is already in your hand, you can exhaust DES to play it, paying its cost.
I'll go with the group and say dream enhancing serum, which I think would also fit thematically as dreams did play a part in the call of cthulhu story and he'll be in drowned city. It could be a simple "draw two cards" or search the top however many and draw one for the upgrade.

I think it's a new, non-Seeker variation on Working a Hunch. The 37 clue is laid on thick and I think the idea of changing the class of cards sits nicely in a set with Agatha Crane. What would a non-Seeker Working a Hunch look like? I'm guessing it's likely to be Rogue themed, and gives a reward for over-succeeding at an investigation test. Maybe.

I'm guessing devil's luck. It's number 157 in it's set, and 157 is the prime number that is sexy, with 151, which is in the Padovan sequence. It's also an irregular prime and an emirp. The card should be available to Minh, so I would say it will be level 2. It will be a Myriad card, but I will not speculate on the specific efffect. Maybe it keeps the exile on it to make it super cheap to buy back and be truly diabolically lucky every scenario!
I'm so late that my only shot is assuming everyone's chosen the red herrings. So my choice is an upgraded Thermos! It fits the drink theme, and would be good for holding the coffee that keeps sleepy Minh awake during her long shifts. In terms of the function of the card, it's hard to come up with a good guess. But I'll say: Seeker class, 2xp 3 cost, 3 uses Will and agility icons #45 The abilities are now fast instead of costing an action. Yes that sounds strong but this is Seeker.

I'm guessing that the Working a Hunch upgrade will be the cluever counterpart to it (which would fit the Dream-Eaters spam clue). So 3 XP, 2 cost, 2 book icons. Myriad. Fast. Play only during your turn. Discover a clue at your location. Reaction trigger: After you draw Working a Hunch during your turn: Play it, reducing its resource cost by 2.
My guess is Astounding Revelation. I'm thinking the "Dream Eaters Spam" is a reference to myriad cards, which are back this cycle. Its card number is 23 which is a prime number. Maybe the upgrade could be adding astounding revelation to your hand instead of discarding it, plus maybe having a wild symbol in addition to its book. This would be great for Minh since you can't play the card but you can commit it. And it would be discard fodder for Barnaby (not in the clues, but just putting it in the context of the new expansion.)
Going with Act of Desperation today. 37 seems to be the only number that fits all of the Wikipedia pages cited, and it’s card #37 in TCU. Guessing it’s Myriad now (perhaps what the Dream Eaters SPAM is referring to). Not sure how else to improve it though

It's a seeker card, and seeker is the symbol under the cup on one of the clues. The Dream Eaters clue might be a red herring or it might indicate that the upgraded version will be a myriad card. My guess for the effect is that it will be a level 2 myriad card with the additional text of: "After you draw Working a Hunch during your turn: Play it at no cost"

Well, all the folks guessing DES based on Narcolepsy Minh have really good logic, but since I'm late to the party and I'd feel bad piggybacking on their hard work, I'm going to gamble instead that she's the real scarlet mackerel and guess that Minh's suitors are the much-spammed (at least at the time of their release) Three Aces.

My thought: same static effect as original, except add an additional will icon, and the reaction ability says, "After you draw a copy of a card that is already in your hand, reveal both copies and exhaust Dream-Enhancing Serum: Draw 1 card or search your deck for another copy of the revealed cards." The intended use of the upgraded version would be to help decks that are trying to run multiple cards with myriad.

Hi, I have my guess! I believe it is card number 37 from the Core Set, Working a Hunch. It's now card number 43 from TDC, and gains Myriad, for 1xp. The card numbers align pretty well with some of the clues provided, and it makes thematic sense with the kinds of cards Agatha wants to be playing. Is this the right place to submit a guess?

I'm guessing that the Working a Hunch upgrade will be the cluever counterpart to it (which would fit the Dream-Eaters spam clue).

My guess is Astounding Revelation.
I'm thinking the "Dream Eaters Spam" is a reference to myriad cards, which are back this cycle.
Its card number is 23 which is a prime number.
Maybe the upgrade could be adding astounding revelation to your hand instead of discarding it, plus maybe having a wild symbol in addition to its book. This would be great for Minh since you can't play the card but you can commit it. And it would be discard fodder for Barnaby (not in the clues, but just putting it in the context of the new expansion.)
Going with Act of Desperation today. 37 seems to be the only number that fits all of the Wikipedia pages cited, and it’s card #37 in TCU. Guessing it’s Myriad now (perhaps what the Dream Eaters SPAM is referring to). Not sure how else to improve it though

This is the 37's card from the core set. The number 37 is on the comic cover and in every prime number article shown. It's a seeker card, and seeker is the symbol under the cup on one of the clues. The Dream Eaters clue might be a red herring or it might indicate that the upgraded version will be a myriad card.
My guess for the effect is that it will be a level 2 myriad card with the additional text of:
"After you draw Working a Hunch during your turn: Play it at no cost"

The intended use of the upgraded version would be to help decks that are trying to run multiple cards with myriad.

- Specialist upgrade? The seeker coaster was covered by a white Arkham chronicle mug. Perhaps the red glove hints at a survivor upgrade instead. Or the red gloved man is doing side quests
- What’s with the fish cans? Is the moon important? Is “scarlet mackerel” telling me to avoid scarlet keys and innsmouth? Don’t own either anyways so I guess I will.
- If there are subtle hints towards the class being red, then it can be noted that that issue of Detective Comics also includes the Crimson Avenger
