Brother i've started to think that. When Dragon met Luffy he saw that he was not his son. Garp has changed the names somehow thats something that he could definetly do.
If i remember correctly, Oda originally meant for Ace to be Luffy's real life brother until his editor suggested that Ace be Gol D Roger's son. Which is why Ace and Luffy look so similar yet arent actually related by blood. Either way, i still say they are brothers.
