Watching the Uzumaki anime this weekend and reading this chapter have truly put me in the Halloween mood. I wonder if this woman is a Yokai who got her powers taken from Count Saint Germain. If she captures Momo then CSG will give them back to her, or that's what he promised but he's actually manipulating her. When CSG talked about The Dandadan I kept wondering if it's something that requires all the powers of our group to unlock or possess.
I could just be going off of typical anime tropes, but... 1. She could just really hate Momo for some reason 2. She likes Okarun (Takakura-ken) and feels like Momo is getting too close 3. A combination of the two previous 4. Something a bit more personal to be later revealed

What the girl has is a comb, look for Momo to comb her hair. Despite her appearance, she is a girl who likes dolls or cute things. She can see Momo for sure because she admires her, and since she didn't see her in her classroom she noticed Okarun.
I just think she's just some crazy student who maybe is into dark magic and stuff (but can't practise it) and she can see Momo coz she's crazy enough lol.
