The one thing that deterred China in starting the recent war against India in 2020-21 was the common knowledge that India already has 15,000 plus Brahmos missiles ready and operational near Chinese border as well as near Malacca Straits near Andoman and Nicobar Islands. This one weapon would have caused huge damage to Chinese army concentrations, navy ships and Air fields. This weapon moves at great speed and long range, and has accuracy to hit within 5 meters radius of intended target point at 500km distance. The anti ship one also has capability to adjust mid air for hitting moving target. Very accurate missile. Also, quite affordable. That is why India has so many, 15,000 plus, already operational. There is even one variant that can be fired from fighter planes.

The missile hit a sinking ship with deadly accuracy and the test-firing produced desired results, they said. ... On October 18, a naval version of the BrahMos supersonic cruise missile was successfully test fired from an indigenously-built stealth destroyer of the Indian Navy in the Arabian sea./ Its 2.8 mach speed means that it cannot be intercepted by some existing missile defence systems and its precision makes it lethal to water targets. Although BrahMos was primarily an anti-ship missile, the BrahMos Block III can also engage land-based targets.

Problem is Philippines does not have nearly the same level of ISR assets that the Indian Navy has. Without these ISR assets, even if Philippines has the SMART Weapons System, they won't know where to fire it. SMART is a uniquely Indian weapon. No other country in the world has such a weapon. Indian Navy must have given DRDO requirement of such a weapon because it allows shore based batteries as well as warships spread out in the Bay of Bengal to target any part of Bay of Bengal, Andaman Sea and Malacca straits whenever passive or active ISR assets of Indian Navy locate a Chinese or Pakistani submarine. The biggest reason why Indian Navy wanted to do this was because that would make Bay of Bengal an impregnable fortress even for enemy submarines. Bay of Bengal is where Indian Navy will then send its Nuclear Ballistic Missile Submarines like the Arihant class and S5 class.
In other words SMART has largely been created to provide security to India's Nuclear Weapons on board India's Nuclear Submarines.

I am sure the US applauds this move.
The more the nations of SE Asia combine and coordinate their efforts to oppose China's aggression, the easier it will be for the US to oppose China, and to help the regional countries.
Philippines cannot resist China by itself. With alliances, though, and an international structure in place, the Philippines can be made secure, so it can focus on its economy and development.
After WW2, western Europe was devastated, and the Soviet Union loomed over it, threatening it.
The US stood strong during the Berlin Blockade.
NATO was formed, that presented a united front to the Soviet Union. Western Europe, US, and Canada stood united.
That stabilized western Europe. They were able to focus on developing their nations.
The Indo-Pacific should imitate NATO and western Europe.
Form an Indo-Pacific alliance. Show China, that its aggression will not succeed -- cannot succeed.
US can only help. If the nations of the region don't want to do that, then I don't see how the US can oppose China by itself.
The nations of the Indo-Pacific have to decide -----
Do they want the current world trade & finance order to persist???
OR, do they want China to create a China-focused trade & finance order for the region???
    There is no other way.
I wonder which they will choose??
