Video 11: Hospital/Clinic Designation & Correctional Facilities

- For the first time in more than 20 years, the regulations that govern the operations of the nation’s Opioid Treatment Programs (OTPs) have been updated. In an effort to create a more respectful, person-centered approach to treating people who have opioid use disorder - in the hopes that more lives can be saved - SAMHSA has produced and published new explanatory videos for helping to explain those regulatory changes.
These videos aim to provide an overview of the major changes the federal government made to 42 CFR Part 8, the regulations that set standards for care provided by OTPs to people who have opioid use disorder. Learn more: SAMHSA.gov/Part8
In part eleven of our video series on 42 CFR Part 8, Dr. Yngvild Olsen, director of the Center for Substance Abuse Treatment at SAMHSA, discusses how the hospital/clinic designation applies to correctional facilities. The revised rule clarified that correctional facilities registered with the DEA as a hospital or clinic can dispense methadone, outside of the opioid treatment program structure, to those patients with a primary condition other than addiction.
