Yes brand can be different but if it is mentioned for example that use acrylic paint so you have to use acrylic paint only and you can use acrylic paint of any brand like fevicryl or camlin etc

Yes! It looks too complicated! Further, the final product doesn't look like will last for long! It's archival quality is also doubtful! Instead, it would be better to used a MDF board, paint both sides with water-proof paint, then glue canvas price cut into proper size for the board. You also get pre-primed canvas roll of length sufficient for making many such boards. They would be more long lasting!
