I can't find meringue powder in my country either but egg whites work just at fine. for half a kg of powdered sugar, you can use 1/2 egg white. or just play around until you find what works for you

With dipping the cheerios, I figure it might be better to pipe the icing on. The cheerios can slip out of your fingers because they're small. Then use a toothpick to spread the icing around if the icing is a bit thick

I wanted to sell them but no one purchased and ultimately I had to distribute them among my students n colleagues. So honey more people are always envious. These are cute anyways. I can't get meringue power either but I think you could just make a meringue and add icing sugar/powdered sugar and a bit of water if needed

Meringue powder is just a substitute for egg whites. You can use pasturized egg whites instead, but you may need to use less water in the recipe.
