The 2 NPCs no longer show up, to finish the quest, once you have 20 x unopened dye boxes just open up the quest in the quest window and it will let you complete it that way. Then after that you should be able to click the easel and an option to "draw" should appear.
these kinds of riddles really irks me the f* up... how would I even know to search for a painting...plus where would that paining be?? These are not clues when you need to watch a video just to complete a mission. Seriously...

You need to make 20 unopened dyes for the quest to complete
