Also have you ever considered trying a electrolyte of carbon or graphene? The color of those two may increase a better electron swap due to greater photon absorption.

Next time,make more of these and try powering something with them. Also,maybe using a porous silicone or a graphene membrane would work better than paper

Hmm, solar cells usually needs both P-type and N-Type semiconducting materials. Copper oxide is N-type semiconductor, but where your P-type ? This is probably why your voltage is very low.

Hello! A singel cell will not be able to power the LED. Maybe 3 of 4 cells will do the job, but I am not sure 100%. Use some LED and the voltage booster from garden solar lamp.
