The democracy of Athens exiled and executed people who by our standards had done nothing wrong most famously Socrates for "corrupting the youth" . Natural rights and limited government are liberal ideas so I don't think saying liberalism can make up for the weakness of democracy isn't a good argument for the two necessitating each other. If voting is consent then do half of the population of America not consent? I would argue that in liberal democracies liberalism does not reinforce democracy but sits in direct opposition which is what allows the system to be maintained so long as the tension exists. If a state is too democratic it must necessarily become unliberal eventually because people without process and limit act against even their own conscience. I think a overly liberal state is a mistake too of course after all what we do can often affect each other indirectly like pollution for generations. I would say any democratic process that is for example the restriction of property use Is democratic but not liberal because in a liberal framework natural rights CAN NOT be violated a limit without limit is to me a key liberal philosophic concept.
