Power sharing is desirable of two reasons
1) prudential
2)MORAL
1): PRUDENTIAL:- IT REDUCES THE CONFLICTS BETWEEN SOCIAL GROUPS
2): MORAL:- POWER SHARING IS THE BASIC SPIRIT OF DEMOCRACY

There r 3 levels in vertical power sharing .
1. Central govt.
2. State govt.
3. Local govt.
There is no Indian govt.
