Before Jackson Wang got recruited to be a singer, he was also a top flight fencer as well, poised to go to Stanford. I don't know if he was Olympic calibre though.
Whilst having a base level of infrastructure to develop talent is crucial, I'd say recent HK success at Olympic fencing has more to do with the 2 generational talents, Cheung and Kong, than anything else. Despite being a focus of development as you note, only one HK woman sabreur has qualified for the Olympics, never placing higher than in 20's. HK has had success at continental competitions, but still lag behind the big 3 of Korea, Japan and PRC. Hopefully the success at this games can spur more support and inspire a new generation of HK fencers.
Another interesting comparison to consider. As you note, like many other nations HK has recruited high level foreign coaches to develop their teams. Korea, however, has become a dominant power in sabre fencing without importing foreign coaching talent. So I'd say strategic and smart investment in infrastructure is probably more important than foreign coaching talent.
