Yes the jumbo hoop is large enough for making a 10" block, BUT NOT with the Bernina machine you are using on the show, 7 series "BERNINA 750 or 780" are not embroidering on the total width of the hoop, only 8 1/2". You can make 10" blocks only with the Bernina 8 series 830 or 880. I own a 780 Bernina machine and it is not my first Bernina machine.
