It's a combo of both considering the empire has flak 88s and panzer 3/4s

@@Makarosc The story is set in a university that never had nazi and WW 1 happened in 1920 ish, and the war just continued and developed from trench warfare to mobile warfare, also the German Kaizer never abdicated due to the reason above.
