Question. If the pastoral epistles are for a plurality of elders why were they written to individual men who were likely set up as "bishops/pastors" of the church and not to the elders of said church?
Early on there was a plurality of elders/bishops/pastors, but by the time the pastoral epistles were written, the one office was splitting into two. One of the reasons for this was that the men directly appointed by the apostles were governing churches, mostly in larger towns and cities, but as congregations grew and new ones spread out from the main population centres it became necessary for men to be appointed to lead these congregations in the place of the chief elders who obviously couldn’t be everywhere at once. This is how the distinct office of presbyter/priest came about. The office of deacon remained largely unchanged, while bishops came to oversee multiple local congregations individually governed by presbyters who represent the Bishop. That’s why Paul addresses Timothy in the singular as an overseer/Bishop. From the Bible we know this process began some time between 50 and 64 AD, and early Church history tells us by the time the Apostle John died around 100AD it was mostly complete except in a few areas; Rome may have had a college of elders for a few decades longer, but the historical record is unclear on this, and we know that the Bishops of Rome in succession from Peter and Paul were at least somewhat distinct from the other Roman pastors early on.
