On the metal. You can use panel bond….. it’s a tube of caulk material. Last forever…. Body shop. “Panel bond”. Just cover floor in plywood. Good base

What I've seen done on these floors, sand and use rust protection on the metal, Then put SmartSHIELD down and put plywood on top

Can't wait to see what you do with the bus. For the bus floors, I lucked in to a rust free bus so I left the original floor alone. Original wood, rubber mat and center isle.
