Yes. And more importantly than my opinion, St. John of Shanghai wrote on this. He knew that certain things had to be adressed, the Soviet ROC had to truly repent before a union could happen. Looking at what he wrote, those steps have not been taken by the ROC or by ROCOR-MP, both betrayed ROCOR and the Church. Which is why they don't print books like the book St. John wrote called "The Russian Orthodox Church Abroad, A Short History" where he layed out what it would take for union. There is a reason why Jordanville stopped printing those books and others. Sorry for responding late.
