3. Definitions
In these rules, unless the context otherwise requires,-
(a) "The Government" means the Central Government;
(b) "Government servant" means any person appointed by Government to any civil service or post in connection with the affairs of the Union and includes a civilian in a Defence Service;
EXPLANATION.-A Government servant whose services are placed at the disposal of a company, corporation, organisation or a local authority by the Government shall, for the purpose of these rules, be deemed to be a Government servant serving under the Government notwithstanding that his salary is drawn from sources other than the Consolidated Fund of India;
Meaning of Family members
(c) "Members of family" in relation to a Government servant includes:-
(i) the wife or husband as the case may be, of the Government servant, whether residing with the Government servant or not but does not include a wife or husband, as the case may be, separated from the Government servant by a decree or order of a competent Court;
(ii) son or daughter or step-son or step-daughter of the Government servant and wholly dependent on him, but does not include a child or step-child who is no longer in any way dependent on the Government servant or of whose custody the Government servant has been deprived by or under any law;
(iii) any other person related, whether by blood or marriage to the Government servant or to the Government servant's wife or husband, and wholly dependent on the Government servant.

Very nicely explained. All Govt employees are bound by the Civil Services (Conduct) Rules. Upon being appointed, Govt employees become automatically the part and parcel of the Govt Administration or Government Machinery and the Govt is committed to give all the facilities to the employees till retirement or death and also beyond retirement or death. If a Government employee dies while in service, besides providing family pension, appointment offer is also given to his or her spouse or any eligible son or daughter. So it's seen that the Government takes full care of its employees beyond their retirement or death. Even after death of wife (family pensioner), further pension is granted to dependent unmarried/divorced daughters of deceased Central Govt employees till their marriage/remarriage or death. So we can say that the life of a Government employee is Wholly owned by the Government till three generations. Therefore the Conduct Rules mentioned fully justify that you are (govt employees) employed to offer your services to Govt for 24 hours a day, 365 days a year (upon exigencies of service) till your retirement. In other words, you are made only for Duties and Services of the Government and that you cannot do any other works that generate income... Thanks 🙏

Me rajasthan me ek sarkari karmchari hu meri sallary 39 hajaar hai, mehangai ke sath sath jis makaan me mai rehta hu, यानी कुल मिलाकर मेरे महीने का रहने खाने पीने आने जाने का खर्चा 12-13 हजार हैं, और personal खर्चे 4-5 हजार हैं, ऐसे में मेरे पास महीने के सिर्फ 15-18 हजार की सेविंग होती हैं जो मुझे बहुत कम लगती है। यानी आप ऐसा सोचो कि एक सरकारी कर्मचारी अपने पूरे जीवन की कमाई से मात्र एक मकान बना सकता है। और मेरे पास ऑनलाइन पैसे कमाने का टैलेंट भी है जैसे वर्डप्रेस ब्लॉगिंग करना, यूट्यूब वीडियो क्रिएट करना आदि 😢😢😢

Sir, need your urgent advice. My son studing abroad with NRI residential status. In 2023-24, he received Rs. 2800 as Savings account interest and earned LTCG Rs. 9000 by redemption of MF (earlier invested before proceeding abroad) worth rs. 90000/-. But couldn't open his NRI Account yet but likely to open on his visit to India shortly. Sir, can he file his. ITR as NON RESIDENT INDIAN without having NRO account.
