For directions, thanks to Mariam Habashy. She wrote out the instructions to this beautiful pattern. The stitch is like dc but not quite. Start as a dc, go through 1 loop, yo go through 2 loops, yo and go through 2 loops.

Pattern is as follows. I did a chain of 144+3 using a 3mm hook and baby dk. But you could use whatever you want. Chain is multiples of 4 +3. Dc, Portuguese stitch and sc. Shell (Portuguese st +ch 1=5 stitches and 4 ch 1s) Row 1. Dc in 4th ch, then 1 dc in each ch across. Row 2. Turn, ch 3(counts as 1st). Skip 4 sts and using Portuguese st(yarn over, pull through 1 loop, then pull through 2 and then pull through 2 loops). Go into 5th and do Shell, skip 3 St's and repeat Shell. Repeat pattern until last 4 stitches. Portuguese st in last dc. Row 3. Turn, ch 1. Sc in next space(between 1st st and start of Shell. Then 2 sc in each ch 1 space and 1 dc in 2nd ch of chain 3. Repeat Row 2 and Row 1, until you have the length you require. P.S. I used a 4mm for the foundation chain and dc, and then dropped to a 2.25mm because the shells didn't sit right with any other hook and I tried using a 2.50mm for the whole pattern and it looked terrible. Now it looks perfect 🥰

(Don’t know how to specify this better, sorry…) -(What I did to make the shells more pronounced): crochet into the space between the double crochet and the shell. -if you followed the video, crochet into the last double crochet. -double crochet into the second to last chain that connects the second and theirs row. -(for the pronounced shell): once you single crochet into the last space between the shell and the boarder, double crochet into the chain connecting the second and third row. -chain three then flip - continue row three and four until the dimensions of your project are complete. They aren't dc, it's more like the Portuguese stitch. As you go through 1 loop, then 2 and 2 loops.

Looks like they are extended dc, not regular dc.
Only the first row is regular dc. When she does the clusters, pretty sure they are extended dc.
