1999 was a nasty year for big tournaments. Some winning scores: Players Championship -3 (highest winning score at Sawgrass) US Open -1 Open Championship +6 Courses were set up a bit more difficult that year. The 3rd round was particularly nasty in all 3 of these tournaments with several scores above 80 and something like 10 under-par rounds combined.
No surprise that Leonard ended up in the playoff at the end of it. He obviously gets it that you have to hit the required shot and club and there are unusual variables to deal with.
Honestly the par or the conditions shouldn’t matter. It’s called Carnasty for a reason. The only legit gripe I can fathom is if the condition of the course either starts or ends bad, and some players who played in the middle have the advantage of playing in better conditions. But if everyone had to play in the shit then you can’t really complain
