I think you get the exclamation mark only if they see you. But you were invisible then.
If you were visible earlier and they saw u from the bush then u get exclamation mark. But you were not visible.
You became visible only because u were too close to them (in the bush) for too long and so they saw you.

You can test this in practice mode 😁 pop an enemy in the bush. And walk out of sight, then walk back and you'll see the exclamation mark above Sableye. Indicating someone is close by

@@ChocolataCakeywait even if enemy is in bush? Thats interesting. So many times i got killed by enemy in bush because no excalamtion mark. I wonder if this is a bug then.

For now;
Proc it well in advance, so you can boosted attack and run away again and repeat. You can see me use it often when running to my first tier goal.
Don't use it to engage close range. You just get stunned and your entire skill is gone.

Make sure you don't stay for basic attacks. Just hit and run.

Wait for the best opportunity. For instance a Scizor you can stun half way through its punching fists.

When running away. When you proc your SS wait for the POOF of purple smoke and just run the other way. They never expect that 😅
