So basically, every item was turned into shiv for one turn, but someone probably forgot to make those excluded from What the Forge, so they got rolled into Ornn items. Those didn’t disappear, because they were not the Shivs from the charm, but the original items were still returned.
Tldr, a slight oversight luck lmao

What the forge has always functioned that way. You make items as you go along and they always turn into artifacts.
I remember it giving you a reforger that you use to reforge completed items, and you could manipulate it, changing the artifacts by placing for example one artifact that you dont like and one completed item On a unit and then reforging them both, getting 2 new artifacts

@derrickrose204 not too sure about that, it does ring a bell though, maybe check set augment history online.
At some point it was with a reforge, so you could also reforge artifacts you don't want together with other items, I guess they change it this set cause some of the new artifacts are too op and be able to Taylor them could be broken.

other augments such as the one that transforms all your items into rageblades explicitly state "all current and future completed items" iirc which is missing from what the forge

No. But there's an augment called, Fortune Favors The Bold, that acts similar to the Fortune trait without needing the champions.
