Just to clear up confusion: The tanktop is bugged, it's supposed to be available in Misc category but in one of the patches for the game Ubisoft accidentally removed the category from the tanktop making it inaccessible, the only way to get it is to either restart the game and never change the top, wear a DLC top and uninstall the DLC or use mods
