I don't see how women's only ladder does anything positive. It will likely mean there is a much smaller league where it is hard to get races. There is nothing stopping people from making a women's only team and racing whatever teams they can.
I think you're underestimating the appeal of women's-only team competition to women who will not otherwise participate in racing. That was definitely the case when women's ZRL started in 2020, and I said similarly that there just weren't the racers.
Bottom line - I think it's worth a try.
