With something as big as Eclipse, can't you just anchor it offshore and take the tenders to the harbors? For example, I live in Santa Barbara, CA which has a very, very small harbor. But I see cruise ships larger than Eclipse anchored just offshore all the time, and the people use the water taxis and stuff to get to the harbor.
I drove by Manhattan Cruise Terminal and saw Eclipse berthed there. Absolutely massive, I did a double-take that it was not in fact a cruise ship but a private yacht.

1 helicopter is not enough in my opinion you need backup besides what would happen to the crew if the ship were to sink they can't all fit in that chopper
